From May 18 to 22, 2014, Li Bin, minister of the NHFPC, accompanied Vice Premier Liu Yandong on a visit to Israel, and visited Israel’s largest emergency rescue hospital and state medical insurance institution to learn about its emergency rescue capacity during both peace and war, as well as its national medical insurance system.

Li also visited Israeli public hospitals and primary medical care centers, and invited the health administrative department and hospital administrative and medical staff to meetings to introduce hospital management, financing and expenditure, medical staff income levels, health service prices, first-visit systems at community level, medicine prices and information construction.

Li pointed out that Israel had established a sound health insurance system, boasting its high health investment benefit and advanced medical education and scientific research around the world. Therefore, China should learn from Israel to promote its own medical and health system reform. She suggested that the two countries deepen exchange and cooperation in health system reform, health emergency, medical education, information construction and medical research for the well-being of the people of the two countries.
