Minister Li Bin inspects healthcare reform in Anhui

Minister Li Bin fully affirmed the remarkable achievements of Anhui province in healthcare reform. She stressed that 2014 was a crucial year to deepen healthcare reform. Local governments and related departments all over the country should: regard the reform of public hospitals as a top priority; make unswerving efforts to guarantee the basics; strengthen grassroots institutions and building mechanisms; follow the requirements of linked actions between the reform of the medical insurance system, the reform of the healthcare system and the reform of the medicine circulation system; follow the requirements of the linked actions between higher departments and lower departments; follow the requirements of the linked actions between the international community and domestic entities; follow the requirements of the linked actions between different regions; and strive for breakthroughs in “improving the planning of the medical and healthcare service system, establishing a scientific compensation mechanism on the basis of doing away with the practice of ‘feeding hospitals by selling drugs,’ building the graded diagnosis and treatment system, establishing new personnel and salary systems in line with characteristics of the sector, reforming the medical insurance payment system, and actively pushing forward the development of medical and healthcare institutions supported by social forces and social capital.” She also stressed that efforts should be made to: implement the policy of allowing couples to have two children if either parent is an only child in an earnest and orderly manner, carry out institutional restructuring, strive for the equalization of basic public health care service, strengthen the informatization of healthcare, and do a good job in keeping contagious diseases common in summer under control.

In the end, Minister Li Bin hoped that Anhui province could: earnestly implement the spirit of the instructions of leaders in the State Council; develop, without delay, the piloting scheme for work to deepen comprehensive reform of the medical and healthcare sector in Anhui province; spare no efforts to make, from a new starting point, new breakthroughs in pushing forward healthcare reform in Anhui; strive to take the lead in delivering basic medical and healthcare service to everyone; improve the health conditions of the public in the province; and make new contributions to healthcare reform in the whole country.
