NHFPC, MOF hold public hospital reform symposium

Sixth, all parties should promote the construction of the modern public hospital management system, shift government functions, ensure public hospital autonomy in operations, improve the performance appraisal system, and push forward informatization building and beneficial public services to let the public enjoy the benefits of reform.

Seventh, all parties should push forward drug supply security system reform; cut off interest links between hospitals, doctors and medicine; and lower the prices of drugs and medical consumables to reduce medical costs.

Eighth, all parties should promote the supervision system, improve medical service quality and safety, and safeguard public health rights and interests.

The meeting stressed that financial departments at various levels have continued to increase medical and health care investment since deepening reform. Investment amounted to 3.07 trillion yuan ($493.08 billion) in 2009-2013, providing a strong support for reform. All parties are urged to continue strengthening government responsibility, make full use of fiscal functions, increase investment to promote system construction and mechanism innovation, and improve public hospital management efficiency.

All pilot cities were asked to strengthen leadership and conduct elaborate deployment. Health and family planning and finance departments were called on to: play a leading and coordinating role in public hospital comprehensive reform; work closely with relevant departments; form sound supervision, examination, and accountability and withdrawal mechanisms; and withdraw subsidy funds from pilot cities failing to meet requirements. All regions were urged to strengthen publicity and training and guide social expectations to create a favorable reform environment that involves all social sectors.

Representatives from Beijing, Shanghai, Jiangsu’s Zhenjiang, Fujian’s Sanming and Qinghai’s Xi’ning made speeches. All the meeting participants exchanged ideas with each other and visited public hospitals in Sanming.

Officials from the State Commission Office of Public Sectors Reform, the Ministry of Finance, the Ministry of Human Resources and Social Security, and the National Health and Family Planning Commission, and representatives from 30 provinces (districts and cities) and 34 pilot cites up for public hospital reform, attended the meeting.
