5. How to effectively implement all the initiatives proposed in the guideline?
The guideline has given specific job requirements to related departments. First, strengthen guidance and supervise the implementation. Health administrative departments should include getting medical liability insurance as a factor into the system to evaluate the progress of medical reform. Set up a system to evaluate the service of insurance agencies and ask them to offer effective and high-quality services to hospitals and patients. Second, all departments should conduct research and investigation to sum up and learn good practices in order to set up a medical risk sharing mechanism that is in line with the local economy, medical service and insurance service. Third, promote medical liability insurance through multiple channels in order to raise the awareness of medical institutions so that they can voluntarily purchase such insurance.
