NHFPC holds national conference on sex ratio at birth

The crackdown on illegal gender tests and selective abortions was strengthened in the country with an information system launched for managing illegal cases. A regional coordination standard was made to crack down on the blood test used to determine the gender of newborns. Since 2013, the country punished more than 11,000 cases of illegal gender tests and selective abortions.

The performance appraisal work went smoothly. The NHFPC conducted quantitative appraisal over the sex ratio at birth of provinces, autonomous regions and municipalities. It directly criticized eight provinces that did not finish the targets of controlling the sex ratio at birth for two consecutive years. The legislation work to prohibit gender tests and selective abortions was under way, with the draft of the Regulation of Prohibiting Non-medical Gender Test and Selective Abortion finished.

Currently, the comprehensive control of the sex ratio at birth faces more challenges, with the ratio still very high. With less than 1.5 years before the end of the 12th Five-Year Plan, it will be difficult to meet the target of lowering the sex ratio at birth to under 115. The crackdown on gender tests and selective abortions also faces difficulties. Meanwhile, there are other problems such as imbalance in work and lack of industry supervision.

Li Bin said in her speech that the country should spare no efforts to push ahead comprehensive control of the sex ratio at birth.

First, publicity work should be enhanced. News reporting and publicity on the public should be promoted by using new media and traditional media to spread the concept of gender equality and care for girls. The traditional ideas of discrimination of girls should be abandoned. New types of family culture should be constructed to guide people to accept gender equality.

Second, the crackdown on gender tests and selective abortions should be strengthened. In coordination with public security departments, a joint law enforcement mechanism should be established. Any clues or cases regarding the issue should be handled or investigated. The linage working mechanism for regional coordination should be established.
