NHFPC holds national conference on sex ratio at birth
The blood test for determining newborn gender should be cracked down on, with ads, agencies, blood sampling, transport and emigration being checked. The trend of sending blood samples to Hong Kong for newborn gender determination should be stopped. The cases of illegal gender tests and selective abortions need to be exposed to the public in a timely manner.
Third, the interest-oriented policy should be strengthened. The economic and social polices should give priority to the one-child family with a girl, with their rights protected. The government should encourage and help girls go to school and find jobs, as well as solve elderly care problems for such families.
Fourth, the registration of newborns should be improved. Focusing on gender statistics in hospitals for newborns, the individual registration and gender statistics should be improved. Based on the overall population management informatization project, the complete, timely and reliable gender statistics of newborns could be obtained. The information exchange and sharing system should be established for inpatient childbearing and individual birth records.
Fifth, service management for the pregnancy period should be strengthened. The community or village committee should play an active role to combine the comprehensive control of the sex ratio at birth and high-quality service to families. By getting timely information and measures, the illegal gender test and selective abortion should be prevented.
Li Bin said that the responsibility of officials should be enhanced, and the ranking of performance and inspection should be strengthened. Next year, the country will launch the final inspection over the control of the sex ratio at birth for the 12th Five-Year Plan. The NHFPC will continue to launch a quantitative review for different regions as well as special inspection with other departments. Those provinces that did not meet the target will be criticized. Regions should overcome difficulties and ensure enough personnel and expenses for the work.
