First, it should abolish the policy allowing doctors to prescribe expensive medicines for patients to increase their income; Second, it should adjust prices of medical services; Third, it should further reform human resource allocation; Fourth, it should reform the drugs purchasing facility; Fifth, it should improve science-based and precision management; Sixth, it should promote service. Seventh, it should establish hierarchical diagnosis and treatment system.

Sun notes that the seven points are necessary to build a new county-level public hospital system. Local governments, can make adjustments in the reform to improve new systems according to their situation.

The seven points not only concern public hospital reform, but also affect relevant governmental departments. A smooth county-level hospital reform relies on joint forces. One is improved thinking of operating hospitals and clarified responsibilities and implementations of government, while the other is an adjustment of current governmental policies and institutions.
