Wang Pei'an inspects two-child policy execution and family planning services in Beijing
Wang Peian, vice-minister of the National Health and Family Planning Commission (NHFPC), led a team to inspect two-child policy execution and family planning services in Beijing on September 15. After hearing the work statement of the Beijing Health and Family Planning Commission, the inspection team gave feedback to issues appearing in the execution of the separate two-child policy. Yang Xiaochao, vice-mayor and executive member of Beijing CPC Committee, also attended the meeting.

To implement the instructions made by the Third Plenary Session of 18th Party Congress and Guidelines on Adjusting and Improving the Fertility Policy issued by the Central Committee and the State Council, the city of Beijing has established sensible policies to manage re-birth approval and to improve maternal and child health services.
The city has progressed in various fields so far. It has built up personnel for birth control at the community level, further supported families with difficulties to control birth and provided free pre-pregnancy health check services. In addition, Beijing has launched pilot programs to provide equal public service for migrant populations and has conducted a "Happy Family" activity to facilitate urban-rural family development.
It is an important reform to execute the separate two-child policy, Wang said. The policy execution is also a major mission of present and future health work.
He suggested further monitoring of newborn population and scientific prediction of population change. Wang noted that the Beijing Health Authority should guide maternal and child health care resources to their best destinations. It should support birth control at the community level and facilitate equal service for the migrant population. The Beijing municipal authority should solve outstanding problems that local people face based on the need to maintain a long-term and stable low birth rate.
Heads of the NHFPC's law and legislation department, maternal and child health department, inspection and supervision bureau, family development department, and migrant population service and management department also joined the inspection.
