NHFPC, CCMO, MPS issue notice to fight crimes against doctors and medical practice
Recently, many crimes against doctors and medical practice have occurred in Hunan and Yunnan, severely disrupting local hospital operations. The National Health and Family Planning Commission, the Central Comprehensive Management Office and the Ministry of Public Security jointly issued a notice asking all parties to deepen the construction of safe hospitals, fight crimes against doctors and medical practice, and maintain normal medical operations. The three organs urged relevant personnel to learn from the recent medical accidents and prevent similar problems from happening in the future. China will supervise the implementation of the special campaign against crimes against doctors and medical practice by the end of this year to maintain medical order and strengthen evaluations on relevant efforts.
The notice pointed out that all parties should crack down on crimes against doctors and medical practice diligently. Crimes that produced severe social consequences should be seriously punished. The three government organs should work with the procuratorate and court to root out crimes and criminals.
The notice asked all public security departments to build an information sharing mechanism with the health administration and institute. The public security officer at the crime scene should immediately report the situation and possible treatment methods to the health and family planning administration and institute, and work with medical institutes to explain things to medical staff. Medical institutes should establish early warning mechanisms to deal with various emergencies, provide early treatment and control accidents, and strengthen technical prevention to support evidence collection work.
The notice urged all health and family planning administrations to supervise and guide actions of medical institutes at all levels. Medical institutes should strengthen education of medical staff, improve complaints management, work with third-party mediation organizations such as the people’s mediation committee of medical disputes, make public solution methods and procedures for medical disputes, and help patients address medical disputes in accordance with the law.
The notice stressed that all regions should release court rulings of violent crimes to intimidate criminals. They should hold responsible units or individuals who viciously sensationalize violent crimes against doctors and medical practice or spread rumors.
