Wang went on to say that pre-pregnancy health checks, as a cost-effective primary prevention of birth defects, should be expanded to involve more would-be parents. A three-tier system to prevent birth defects should be established, with pre-pregnancy preventions as the first step.

Jia Yong noted that the CDPF has been focusing on birth defects prevention. The CDPF developed a disabled children status report program and launched pilot projects for their early recovery in more than 40 cities during the 12th Five-Year Plan. It sought to establish a framework enabling proactive prevention, disease screening, treatment and recovery of disabled children. It helped disabled children recover at an early stage by implementing key projects, such as a lottery fund project and the Seven-Color Dream Action. It also set up a disability prevention and control center and enacted management regulations and access standards for recovery agencies to better prevent and control disabilities.
