Six government departments hold meeting to review special program on fighting illegal practice of medicine
Third, all parties have strengthened the public awareness of safe medical treatment, helping medical institutions follow the law in practice. They have informed the public of the special program development; exposed typical cases; popularized knowledge of laws and regulations as well as safe medical treatment, identification methods and complaint approaches; and enhanced laws and regulations knowledge training in the medical industry in a timely fashion. The public awareness of self-protection and safe medical treatment has significantly improved, and they are more willing to take the initiative to tell and report illegal medical practice. Medical care and family planning service institutes are increasingly self-disciplinary. There were a total of 30,321 reports on illegal medical practice during the special program, and 28,455 cases were handled. A total of 14,994 real-name reports were fed back, with a 98.1 percent complainant satisfaction rate.
Fourth, all personnel has an improved long-term supervision mechanism, and more people have access to medical treatment. Documents on strengthening traditional Chinese medicine, drug sales and interregional cooperation in crackdown on crime have been issued, and an information management system on fetal gender identification and artificial termination of pregnancy for nonmedical purpose has been promoted. The grassroots-level medical institution network layout and supervision have been continuously improved, service hours at grassroots medical institutions were extended, and resident doctor training was standardized. All parties have also encouraged social capital to get into the medical industry and standardized doctor's multi-sited practices to ensure safe and convenient medical treatment for the public.
Li Bin pointed out that although the special program has made important periodic achievements, they are preliminary results. The breeding soil of illegal medical practice still exists. Some system and mechanism problems have yet to be fundamentally solved, and illegal medical practices have been contained but not eliminated. A slight letup may see all problems return. Li stressed that the crackdown on illegal medicine practice and the efforts to standardize the medical service market closely connect with public health and life safety, economic development and social stability. She urged all parties to strengthen the sense of mission and responsibility and deepen work to carry out the spirit of the Fourth Plenary Session of the 18th CPC Central Committee, boost health and family planning legal construction, standardize industrial management, upgrade health and family planning governance, consolidate the special program’s achievements, and safeguard public health rights and interests.
Li Bin asked all parties to systematically summarize good experiences and methods in the special program, continue to improve the comprehensive governance mechanism, strengthen construction of industry supervision ability, improve pertinence and effectiveness of crackdowns on illegal medical practice, maintain high pressure strike against crimes, and expand the results of special operation. Li called for perfecting laws and regulation systems, strengthening legal publicity and training, strengthening social supervision, vigorously promoting industry self-discipline and standardizing professional behavior. At the same time, Li urged all personnel to advance the deepening of medical reform policies and measures to nip illegal medical practices in the bud.
The main venue of the video and telephone conference was in Beijing, and parallel sessions were held in various provinces (areas and cities) and counties nationwide. Representatives of the six government departments were present at the main venue. Officials from health and family planning committees in various regions; departments of public security, food and drug administration, and traditional Chinese medicine; and logistics departments of military facilities and armed police forces across the country attended the parallel sessions.
