Promote training of traditional Chinese medicine talent

Relevant personnel should bring traditional Chinese medicine talent training into the health talent development plan, step up support, and incorporate standardized training of traditional Chinese medicine resident doctors into the regional resident doctor training plan. All parties should make full use of prestigious traditional Chinese medicine doctors in talent cultivation, carry out education programs to inherit experiences of senior traditional Chinese medicine experts, and explore the establishment of an extensive traditional Chinese medicine inheritance and education system.

Improve talent use and incentive policy

Relevant parties should establish a talent cultivation system in line with industrial characteristics, speed up research of a relevant salary system, improve the income distribution incentive system for medical talents in the community and in short supply, and lean towards general medicine practice. Relevant parties should offer tuition or student loans to college medical graduates who have been working in rural health institutes in Central and Western China for three or more years and give promotions one year ahead to medical graduates who have worked at community-level rural medical and health institutes after they become registered general practitioners. The first group of medical students who are offered free tuition and are about to serve rural areas will graduate next year. Relevant departments should prepare relevant posts for them, give them standardized general practitioner training, provide them with necessary life assistance, and improve incentive and restraint mechanisms. Those medical students should also earnestly live up to their agreement and see community-level posts as important starting points for their career. Health and family planning and traditional Chinese medicine departments should work with the education department to boost the community-level medical and health talent training model with Chinese characteristics.
