NHFPC attends council meeting of the Global Fund

The 32nd session of the council meeting of the Global Fund to Fight AIDS, Tuberculosis and Malaria was held in Switzerland's Montreux from Nov 19-21. As the council's representative in China, the NHFPC attended the meeting along with delegations of health departments from Fiji, Cambodia, Vietnam, Laos and Vanuatu.

Mark Dybul, executive director of the fund's secretariat, delivered a report at the meeting. He reviewed work on new funding model development over the past year, introduced some ongoing innovative explorations by the secretariat at the moment and proposed initial consideration of the fund's future strategy development.

The meeting approved 13 motions, including the secretariat's work plan and budget for 2015, a management reform schedule, a privilege and exemption policy, key indicators for work performance during 2014-2016, amendments to a specified donation policy, a risk management policy, and future strategy development of the global fund. Participants discussed the chief procurator office's work, new funding model operation, as well as voting procedures and schedule of the next president and vice-president of the fund.

All parties paid attention to the implementation of the new funding model and hoped that the model could help strengthen inter-departmental cooperation, encourage participation of community organizations, facilitate the process of human rights protection, strengthen the role of a country's coordination mechanism, increase technical support, and streamline the fund application process to maximize fund benefits. The NHFPC delegation and representatives from Africa stressed that the Ebola outbreak this year in West Africa proved again that it is very important to strengthen public health system construction in aid-recipient countries. They looked forward to the related global fund strengthening strategy.

The meeting was jointly hosted by Nafsiah Mboi, president of the council and health minister of Indonesia, and Mireille Guigaz, vice-president of the council and former French HIV/AIDS prevention and control ambassador. Approximately 200 people were present at the meeting, including representatives of 20 council members, such as donor and recipient governments, private departments, foundations and communities, as well as those from the WHO, the UNAIDS and the World Bank.
