Create a social environment for girls
The NHFPC held the Girl's Dream Fulfillment seminar in Beijing on Dec 20. Qi Xuchun, vice-chairman of the CPPCC National Committee, attended the meeting and delivered a speech. Gu Xiulian, vice-chairman of the 10th NPC Standing Committee, and Liu Jiaqiang, deputy secretary general of the CPPCC, were present. Wang Pei'an, vice-minister of the NHFPC, made a speech.

The NHFPC launched the Voluntary Campaign to Fulfill Girls' Dreams in 2013 to draw public attention to the environment for girls, to help them grow and to advocate for gender equality. The campaign has made substantial progress over the past two years thanks to strong support from relevant departments as well as active participation of social public welfare organizations, enterprises, public institutions, volunteers and enthusiasts from all walks of life. To date, the campaign has been carried out in 17 provinces (municipalities and autonomous regions) nationwide. Volunteers have lived up to their commitment and devoted themselves selflessly. They have offered one-on-one assistance to girls and created a benign atmosphere for care and comprehensive treatment for girls due to the unbalanced sex ratio at birth. The campaign won a gold prize at the first China youth volunteer service project contest by the Central Committee of the Communist Youth League, the Ministry of Civil Affairs and the China Volunteer Service Federation.

Qi Xuchun pointed out that the campaign has played a very important role in helping solve practical problems for rural girls, helping girls grow, calling public attention to their issues, creating good public opinion and a strong social environment that can help girls survive and develop, and addressing the sex ratio at birth.
Qi said that China's sex ratio at birth has been on the rise, and hit 117.60 in 2013. The fundamental reason is that some Chinese prefer boys to girls. Addressing the sex ratio at birth is a difficult and complex social project and requires relevant parties to treat both symptoms and root causes, strengthen organization and leadership, carry out departmental responsibility, and truly form a work pattern featuring comprehensive treatment and joint management.
Qi asked all personnel to strengthen publicity and education; guide the public to establish marriage and procreation concepts featuring gender equality; build a policy system in favor of families who follow family planning policy and have a girl in order to help solve education, employment and elderly homecare problems; upgrade laws and regulations against fetal sex diagnosis and selective pregnancy termination for nonmedical purposes to deter illegal activities; and alert and educate the public.
Wang Pei'an pointed out that NHFPC has continued to step up efforts in addressing the sex ratio at birth since its establishment to cope with the long-term highly unbalanced sex ratio. Wang asked relevant personnel to keep deepening the implementation of the campaign, take into account public needs, continue activity innovation, enrich activity content and upgrade activity results. He hoped volunteers could continue to act out the service spirit featuring devotion, love, mutual aid and progress to help girls grow into talented women and fulfill their dreams.
At the meeting, officials handed out certificates to excellent units involved in the campaign. Girls and volunteer representatives gave a report-back performance. The campaign has arranged for 100 girls from Anhui's Funan county, Shanxi's Linxian county and Shaanxi's Qingjian county to visit Tiananmen Square, the National Museum, and the China Science and Technology Museum.
