The NHFPC and the China Family Planning Association jointly held a meeting in Sichuan's Chengdu to boost construction of a migrant population family planning association. Wang Pei'an, vice-minister of the NHFPC, and Yang Yuxue, executive vice-chairman of the CFPA, attended the meeting and delivered speeches. Chen Wenhua, vice-governor of Sichuan, was present and addressed the meeting.

Wang pointed out that the two decisions at the third and fourth plenary sessions of the 18th CPC Central Committee clarified requirements of making use of social organization in social governance system innovation and law-based social governance construction advancement. Migrant population service management is an important part of China's social governance. Relevant personnel should strengthen and improve work methods, conduct migrant population social governance system innovation, and enhance social organization responsibilities and roles in migrant population service management to satisfy the increasing public service demand from the migrant population. The family planning association is an important force in social governance, and the migrant population family planning association is indispensable in strengthening the health awareness of the migrant population, guiding its reproduction behavior, and safeguarding its legitimate rights and interests. Wang asked health and family planning departments at all levels to speed up the government function transformation, actively implement migrant population health and family planning governance system innovation, enhance and support family planning association construction, design and develop projects, and boost purchase of migrant population health and family planning services from the family planning association. He pointed out that the family planning association should forge ahead with a positive attitude, take firm and practical action to deal with opportunities and challenges, and improve its service abilities as well as cooperation with other relevant social organizations to offer more effective service to the migrant population.
