The NHFPC held the 2015 national disease prevention and control work conference in Beijing on Jan 15. The meeting comprehensively summarized disease control and prevention work in 2014 and deployed major tasks for 2015. Li Bin, minister of the NHFPC, attended the meeting and delivered a speech. Wang Guoqiang, vice-minister of the NHFPC, gave a work report and summary speech.

Li Bin pointed out that the Party Central Committee and the State Council have paid special attention to disease prevention and control work. General Secretary Xi Jinping, Premier Li Keqiang and Vice-Premier Liu Yandong have made important instructions many times. A series of national disease prevention and control laws and policies have been issued since the 18th CPC National Congress. The major disease prevention and control strategy has been continually optimized, and the major and basic public health service level has been significantly upgraded. Disaster relief and epidemic prevention, as well as major health security tasks, have been accomplished. Significant achievements have been made in control and prevention of HIV/AIDS, hepatitis b, tuberculosis, schistosomiasis and other serious diseases, as well as in patriotic health work.

Li stressed that all parties should deepen understanding of the significance of disease control and prevention from historical experiences and the international and domestic situation. Parties should also strengthen the sense of responsibility and urgency in disease control under the new situation. She asked relevant parties to take care of the following major work from now on. First, all personnel should carry out an in-depth and sustainable patriotic health campaign; publicize and implement the State Council's Opinions about Strengthening Patriotic Health Work in the New Period; improve water and toilet conditions, vector control, sanitary town construction, urban and rural environment sanitation action, and healthy city construction; and strengthen organization and leadership of patriotic health work. Second, all parties should strengthen major disease prevention and control; insist on giving priority to prevention; provide medical treatment based on illnesses; strictly control infectious diseases; carry out comprehensive chronic disease prevention and control; and continue to improve the mental health service system, integrated prevention and control work mechanism, and major disease prevention and control security mechanism. Third, we should continue to improve the basic public health service level, improve the evaluation system through establishing a project management coordination mechanism, strengthen community-level guidance from disease prevention and control institutes, improve fund use efficiency, and bring real benefits to the public. Fourth, relevant personnel should strengthen disease prevention and control team building, speed up the implementation of the Instruction on Personnel Arrangement at Centers for Disease Control and Prevention, earnestly carry out policies and measures decided at the executive meeting of the State Council to strengthen safety protection for infectious disease prevention and treatment workers, and actively explore the establishment of the public health doctor training system.

Wang Guoqiang made a work report on work cohesion, solutions for difficult problems, reform and innovation, realistic pragmatism, and opening up a new disease prevention and control work situation. He comprehensively summarized new development, achievements and experiences in national disease control work in 2014, analyzed prominent work problems, and deployed major tasks in 2015.

Representatives of relevant departments; officials from NHFPC departments and health and family planning commissions in provinces, autonomous regions and municipalities; the Xinjiang Production and Construction Corps' health bureau; and directors and other officials from the Chinese Center for Disease Control and Prevention attended the meeting.
