Beijing providing family healthcare services

The city of Beijing has been combining community construction work as part of its New Family Plan -- Family Development Capacity Development program and is improving its public service system to improve family development by focusing on the following:

I. Top design methods and overall planning

The city effort centers on family healthcare, scientific parenting, caring for the elderly, and family culture and gives attention to family health throughout people’s lives, and improving people's livelihood and family harmony and happiness. It incorporates family development and improvement as part of the public service system and improving the content of the New Family Plan for family development.

II. Community-level practices and demand for better services as follows:

1. Beijing has given attention to local demands, system innovations, and service supply to tailor its family services, with the focus on community development, family doctor services, door-to-door medical service, two-way referrals and pre-registration to give people convenient family care. It also has face-to-face talks to understand family hygiene, living habits and mental health to develop pertinent prevention and intervention plans to improve public health.

2. It has built 126 scientific childrearing facilities widely spread across various communities. It has strengthened facility construction, formulated service standards, increased guidance and upgraded service capacity. In 2014, various nursing trainings were held for 12,000 parents and teachers. Parent-child reading activities were staged, with 10 parent-child reading stations being established across the city. A total of 6,000 reading and picture books were placed at those stations, and free guidance on parent-child reading was also offered. A total of 30 best works for babies were selected during a large public welfare activity to guide parent-child reading and boost healthy development of infants and children.

3. It provides care for the elderly services and has worked with family planning households with difficulties, and organized free health checks, spring outings and traditional Chinese rice-pudding activities. It has also put more than 27-million yuan annually into insurance for the elderly in family planning households with problems and has paid out at least 900,000 yuan for this insurance, while putting more than 76-million yuan into life insurance liability funds. The Shichahai street committee, in the Xicheng district, has developed an app for services for the elderly who can’t care for themselves, which provides them with health information, related services and a traditional assistance, information and intelligent service connection.

III. Civic atmosphere and family culture development

1. The city centers on family and population culture to serve and help develop families and has publicity activities to promote new marriage and childbearing ideas and family planning and has organized more than 300 related performances and reached more than 200,000 people.

 2. It uses new media for its publicity and promotes family healthcare awareness through the mainstream media, such as Beijing Daily and has opened a microblog and WeChat accounts to answer questions in a timely fashion. Its Baby Planning Project WeChat account provides pregnancy and health information to families with a child aged 0-3.
