A notice issued by the State Council inter-agency task force on Responses to the Novel Coronavirus Disease (COVID-19) in a Lawful, Science-based and Targeted Manner is available at the official website of the China National Health Commission on 25 February. The notice stressed the importance of enhancing personnel and social control. The most rigorous measures will be kept up in the hardest-hit province of Hubei. Individuals from Wuhan and other parts of Hubei that are subject to travel restrictions should be under strict exit control. And individuals from cities in Hubei that are not subject to travel restrictions, after arriving at their destinations, should be quarantined in designated places for 14 days. A category-specific approach will be adopted in this regard. Individuals will be classified into high-risk, medium-risk and low-risk categories based on their travel or stay records, health conditions, and close contact records, and targeted control measures will be employed accordingly.
