"Effective from today, all inbound travelers arriving in Beijing from overseas will be transferred to designated sites for a 14-day medical observation, and expenses incurred during the period will be borne by the quarantined travelers themselves." Beijing took further and more strict measures on inbound travelers from overseas on 19 March. The city has also stipulated more specific and strict criteria for applicants eligible for home observation. For people arriving in Beijing from other points of entry in China, they need to report their information accurately and in advance, and are subject to observation in designated sites upon arrival.

As COVID-19 is spreading fast overseas, imported cases have now become the main risk and challenge to Beijing's control efforts, as the city is a key point of entry into China. As of 24:00, 18 March, 64 imported confirmed cases were reported in Beijing, accounting for 34% of the national total.

Currently, all overseas travelers arriving in Beijing will be transferred to designated sites for a 14-day medical observation, except for individuals not suitable for such quarantines, such as elders over the age of 70, minors under the age of 14, pregnant and postpartum women and those with underlying medical conditions. And individuals having obtained permission for home observation after strict assessment are also excluded. The notice requires people arriving in Beijing from other points of entry in China to inform their employers and residential communities in advance of their travel schedule and other relevant information. Upon arriving at the community, they should comply with control measures for overseas arrivals. Those who conceal the history of overseas travel or residence will be held accountable by law.

Beijing has set up 149 medical observation sites for inbound travelers from overseas.
