At a press briefing on Beijing's COVID-19 response on 4 April, policy measures on inbound travelers entering Beijing upon completion of the observation period at the first points of entry were announced.

According to Zhang Qiang, Deputy Head of the Office of Community-level Prevention Group under the Beijing Leading Group on Epidemic Control of COVID-19 and Deputy Head of the Organization Department of the CPC Beijing Municipal Committee, starting from 24 March, some international flights have been required to land in the designated first-entry cities, where passengers are asked to complete the quarantine and entry procedures and undergo medical observation in specified places. For passengers who landed on 24 March, the 14-day observation period is about to end.

Zhang Qiang explained that all inbound personnel are subject to 14-day medical observation in the first-entry cities. Those whose nucleic acid test comes out negative at the end of the medical observation will be discharged and allowed to leave for their original destinations.

For those who test negative after 14 days of observation in the first-entry cities and will directly enter Beijing on the day of completing the observation or the next day, the authorities of first-entry cities shall provide Beijing with the Information Form of Personnel Entering Beijing from the First-entry Cities in advance and issue the observation certificate at the end of the 14 days.

Before entering Beijing, they shall inform residential communities about their observation situation and date of arrival.

En route to Beijing, when stopped at airports, train stations or highway checkpoints due to delay in data updates, they may present the the observation certificate and return to their residential communities upon approval.

When arriving at communities, they shall have their information form verified by communities and apply for a community entry and exit pass upon registration. While home observation may not be required, they are subject to community health monitoring and management, including community personal protection advice. In case of any health conditions, they shall report to communities without delay.

For those who test negative but do not directly enter Beijing on the day or the next day upon completing the 14-day observation in the first-entry cities, a 14-day observation at home or designated facilities is still required when they arrive in Beijing.

For personnel of diplomatic missions in China, the measures will be enforced pursuant to relevant applicable regulations.
