Beijing further tightens management of designated observation facilities
"Except for children, patients and those who need other people to take care of them, single room must be provided to each person at the designated observation facilities." "Those with exposure to the Xinfadi Wholesale Market who tested negative at the designated facilities should receive another 14-day observation, and they can return to their community only after testing negative again and discharged." As of 24:00, 28 June, Beijing had reported a total of 38 new confirmed cases in three consecutive days. Most cases were found in the quarantined key groups related to the Xinfadi Wholesale Market, and the situation was generally under control. The Beijing Leading Group on Epidemic Control of COVID-19 made dispatch to further strengthen the management of designated observation facilities and community control. It urged the entire city to stay alert, focus on key groups, implement all containment measures to the very detail, promptly plug any loopholes, detect any hidden risks, and leave no chance to the spread of virus, so that containment will always forestall any new outbreak.
Management of the designated observation facilities should be more strict and to the details. All designated facilities must strictly follow prevention guidelines, strengthen risk detection and clearance, and strengthen daily supervision and management. Except for children, patients and those who need other people to take care of them, each room should accommodate only one person at the designated observation facilities. Those with abnormal health conditions should be transferred to hospitals immediately, according to Xu Ying, member of the Office of Community-level Prevention Group under the Beijing Leading Group on Epidemic Control of COVID-19 and deputy Director General of the Organization Department of the CPC Beijing Municipal Committee. Beijing also put forward detailed measures in terms of lifting medical observation at designated facilities. For example, those with exposure to Xinfadi Wholesale Market quarantined at designated facilities will take NAT after a 14-day observation. If tested positive, the case will be handled in accordance with existing regulations and requirements. If tested negative, the person will receive another 14-day observation.
Community control measures should remain strict to the very detail. Xu Ying said that all communities and villages should continue to rigorously implement restrictive protocols, including 24-hour guard at the entrance, body temperature screening, checking entry permits and Beijing Health Kit, and registration. Services should be provided for those under home observation to meet their daily life needs such as delivery of supplies and disposal of garbage, so as to ensure they will stay at home and never go outdoors. People who do not follow the regulation of home observation and go outdoors in violation of the regulation should all be transferred for observation at designated facilities. The period of observation will be recounted and they should cover the expenses at their own cost.
