Beijing strictly implements ten control measures under level-three response
Beijing will keep in place ten strict control measures while it shifts to level-three emergency response, according to a press briefing on the city's COVID-19 response on 19 July.
These measures are as follows:
1. Strictly enforce accountability of local authorities, departments, employers and individuals, including health conditions reporting by individuals and employers;
2. Strict containment at key venues such as agro-product markets, restaurants, canteens, construction sites and factories; setting up mechanisms for environment and health monitoring and staff symptom reporting in agro-product markets and other venues. Poorly-ventilated, dark and humid underground space will no longer be used as business or transaction sites;
3. Strict inspection and quarantine of food and other goods at ports of entry and intensified regulation over imported cold chain foodstuffs in a comprehensive manner;
4. Strict enforcement of nucleic acid testing and observation at designated places on all inbound international travelers; international flights bound for Beijing should continue to enter at designated first points of entry; control measures will remain in place for people traveling from medium-risk and high-risk areas of China to Beijing;
5. Nucleic acid tests will cover all those subject to testing and people who choose to do so and good services should be provided accordingly;
6. Strict normalized COVID-19 control in communities with sound implementation of targeted measures;
7. Rigorous "1+3" screening at fever clinics(nuclear acid tests+ antibody tests, CTs and routine blood tests); strict regular containment measures at medical institutions and prevention of hospital-acquired infection;
8. Strict enforcement of body temperature checks and verification of Beijing Health Kit Code in public facilities, including temperature screening of commuters using public transport;
9. Strict practice of individual health management, compliance with Beijing COVID-19 Containment Guidelines and the Capital Public Health Convention; and encouraging healthy way of living, and integrating the patriotic public health campaigns with the normalized containment practices for individuals, families, communities, workplaces, industries, departments and localities;
10. Citizens should continue to wear masks properly and carry one as they go; masks must be worn by all those having high-risk exposures such as medical workers and public service personnel, when people are in confined, crowded places or when having close contact within 1 meter, they should wear masks, frequent hand washing and keeping social distance are encouraged.
