Second, the NRCMS should improve the financial security system for all serious illness, continue the security work for 22 serious diseases including childhood leukemia, expand the security system to more than half of the areas covered by the NRCMS, and take full advantage of the system based on types of disease and expenses. It should also establish a preliminary mechanism of disease emergency rescue and coordinate with basic medical insurance system, serious illness insurance for urban-rural residents and medical assistance.

Third, more commercial insurance companies should be encouraged to run NRCMS and serious illness insurance. It should improve the management and service and set up a multilevel financial security system for serious illness by taking advantage of both the government and market. Fourth, NRCMS information construction of the NRCMS should be accelerated. Immediate reimbursement within a province should be further improved and consolidated. Continue the construction of national and provincial information platforms, and increase the number of provinces that can connect to national information platforms to 15. It should also launch a pilot program of trans-provincial medical expenses inspection and reimbursement.

Fifth, the NRCMS should strengthen fine management, promote the reform of payment system, curb soaring medical expenses and further benefit rural residents. It should regulate the utilization and management of the NRCMS fund to ensure its safety.
