Q: Does the adjustment and improvement of the childbearing policy mean that family planning work will be relaxed?
A: Adjusting and improving the childbearing policy is not equal to relaxing family planning work. At present, China still has a large population. Population pressure on the economy, society, resources, and environment will exist for a long time, so family planning will exist for a long time as China’s basic policy and will be unswervingly upheld. We should continue to implement the Population and Family Planning Law, as well as regional population and family planning regulations. Those who follow family planning work on their own initiative should be awarded and offered assistance, and those who violate related laws or regulations should be punished in accordance with the law.

The Decision of the CCCPC on Some Major Issues Concerning Comprehensively Deepening Reform issued on Nov 15, 2013, proposed that a couple can have a second child if either parent is an only child. The policy is another major adjustment in population policy to adapt to economic and social development.
