Article 16 The State encourages inheritance of academic experience and special expertise from experts of traditional Chinese medicine, and training of high-level clinical and pharmaceutical professionals of traditional Chinese medicine.
Article 17 A supervisor who undertakes the work of guiding inheritance of academic experience and special expertise from experts of traditional Chinese medicine shall meet the following requirements: (1) having relatively high academic level, rich practical experience, special expertise, and good professional ethics; and
(2) having been engaged in the profession of traditional Chinese medicine for not less than 30 years and having held a senior professional title for not less than ten years.
Article 18 A successor who inherits academic experience and special expertise from experts of traditional Chinese medicine shall meet the following requirements: (1) having an academic qualification at or above the regular university course and having good professional ethics; and (2) being employed by a medical and health institution, medical educational institution, or medical research institution to undertake the work of traditional Chinese medicine, and holding a professional title of middle rank or above.
Article 19 Measures for administration of supervisors and successors for inheritance of academic experience and special expertise from experts of traditional Chinese medicine shall be formulated by the administrative department of traditional Chinese medicine of the State Council jointly with the relevant departments.
Article 20 The department responsible for administration of traditional Chinese medicine of the people’s government of a province, autonomous region or municipality directly under the Central Government shall improve the continuing education system for the personnel of traditional Chinese medicine in its locality and work out the plan for training the personnel of traditional Chinese medicine according to the relevant provisions of the State.
The department responsible for administration of traditional Chinese medicine of the local people’s government at or above the county level shall, in accordance with the requirements of the plan for training the personnel of traditional Chinese medicine, train the urban and rural grass-roots healthcare personnel in the basic knowledge and skills of traditional Chinese medicine. Medical institutions shall create favorable conditions for professionals of traditional Chinese medicine to receive continuing education.
Article 21 The State develops the science and technology of traditional Chinese medicine, subsumes them in the plan for development of science and technology, and strengthens efforts in establishing key research institutions of traditional Chinese medicine. The local people’s government at or above the county level shall make full use of its resources of traditional Chinese medicine, place emphasis on scientific research and technological development of traditional Chinese medicine, and adopt measures to develop, popularize and apply the technological achievements of traditional Chinese medicine so as to promote advance of science and technology of traditional Chinese medicine.
