Article 22 With regard to the scientific research of traditional Chinese medicine, stress shall be laid on employing both traditional and modern methods in basic theoretical and clinical research of traditional Chinese medicine, and on using both the theories of traditional Chinese medicine and modern science and technology in the research of prevention and treatment of common diseases, frequently occurring diseases and difficult and complicated cases. Research institutions, universities, colleges and medical institutions of traditional Chinese medicine shall strengthen cooperation in tackling key problems in scientific research of traditional Chinese medicine, enhance the popularization and application of the scientific and technological achievements of traditional Chinese medicine, and train the subject leaders and the young and middle-aged backbone technical personnel for traditional Chinese medicine.
Article 23 Those who have donated diagnostic methods, literature, secret or proved recipes of traditional Chinese medicine which are of great significance in scientific and technological development of traditional Chinese medicine shall be rewarded with reference to the provisions of the Regulations on State Science and Technology Awards.
Article 24 The State supports international exchange and cooperation in the field of traditional Chinese medicine and promotes international popularization of traditional Chinese medicine. The popularization, transfer and international exchange of significant scientific research achievements of traditional Chinese medicine, and Chinese-foreign joint research into traditional Chinese medicine skills shall be subject to the approval by the department responsible for administration of traditional Chinese medicine of the people’s government at or above the provincial level, so as to avoid the heavy loss of the resources of traditional Chinese medicine.
Where there is a real need to transfer or internationally exchange the research achievements of traditional Chinese medicine that are within the scope of the State scientific and technological secrets, such transfer or international exchange shall be in compliance with the provisions of the laws, administrative regulations and department rules on guarding State secrets.
Chapter IV Supporting Measures
Article 25 The local people’s government at or above the county level shall gradually increase financial input in the traditional Chinese medicine undertaking to support the development of the traditional Chinese medicine undertaking in the light of the development demand of the traditional Chinese medicine undertaking and the actual conditions of national economic and social development in its locality. No organization or individual may misappropriate for other purposes the funds for the traditional Chinese medicine undertaking. The State encourages organizations and individuals at home and abroad to support development of the traditional Chinese medicine undertaking by means of donation, investment, etc.
