Fuzhou holds national population health informatization meeting

The National Health and Family Planning Commission held a national population health informatization meeting in Fuzhou on June 14, 2014. Officials from the Fujian Provincial Health and Family Planning Department and the Putian and Wuping health bureaus delivered speeches on their experiences. They also showcased Fujian’s population health informatization achievements. Li Bin, minister of the National Health and Family Planning Commission, was present and made a speech. Ma Xiaowei, vice-minister, hosted the meeting.

Li spoke highly of Fujian’s work and achievements, its years of efforts in promoting informatization and its focus on building a digital Fujian. She said that Fujian’s population health informatization has been a leader nationwide, and has accumulated successful experiences in leadership, overall planning, connectivity, sustainable improvement, data mining and fundraising. Li urged all parties to learn from Fujian, and copy and promote its experiences to upgrade national population health informatization construction and comprehensive application.

Li stressed that 2014 is an important year for health and family planning reform and innovation, integrated development and upgrade. It also marks the completion of the population health informatization goal of the 12th Five-Year Plan. She asked all personnel to fully recognize and understand the important role of informatization in health service and management renovation.

Li pointed out that the current health informatization work should focus on strengthening top-level design, overall planning and unified deployment, speeding up the information platform, enhancing unified standards, connectivity and data sharing, letting the public benefit from information, and ensuring information system safety and operation maintenance. Li asked all parties to use informatization to deepen medical reform and boost health and family planning development. All parties should also strive to bring health informatization construction into the local overall plan and increase financial input. They should conduct cooperation with relevant departments or companies to create a conducive environment for informatization development. All parties should pay attention to team building to ensure all tasks are implemented.

Ma Xiaowei asked all regions to: carry out the meeting spirit, use informatization to support medical reform, improve informatization organization and the technical team, and come up with a package solution for key and difficult points at work. Issues that should be addressed include: medical health and service costs, payment methods, long-distance transaction, performance assessment, service pattern, supervision and fiscal compensation, and boosting scientific health and family planning development. Ma called upon all regions to learn from Fujian and make bold innovations to use informatization in making decisions, supervising the industry, deepening medical reform and meeting public needs.

Officials from health and family planning departments (health bureaus and population and family planning departments) in provinces (autonomous regions and municipalities), the Xinjiang Production and Construction Corps and the NHFPC, as well as experts from population health informatization expert consultation committees, attended the meeting and visited hospitals and community health service institutes in Fujian.
