Li said that the local entities should make efforts to: serve the general interests; deliver services to meet needs and promote the development of healthcare and family planning by relying on innovations in sciences; clearly define the needs and plans in advance; organize carefully to implement major scientific research projects; strengthen the building of the supporting and guaranteeing system for science and technology; strengthen supervision over biosecurity, human genetic resources, medical ethics, research integrity and IPR protection; and safeguard the “red line” of management of science and development.

It should improve the system, upgrade quality and earnestly do a good job in building the capacity of the team of talents. It should attach importance to the improvement of the graduate medical education system, implement the construction of the standardized training system for resident physicians, and launch the construction of the standardized training system for specialists. It should earnestly strengthen the synergy between hospitals and educational institutions, as well as the cultivation of such urgently needed talents as general practitioners, pediatricians and psychiatrists. It should earnestly implement the National Long-Term Talent Development Plan.
