According to Li’s speech, it should provide stronger leadership, emphasize the synergy between multiple departments, and effectively improve the capabilities to manage science and education work in a scientific way.
Vice-Minister Liu Qian looked back on the progress made in seven aspects of the healthcare and family planning sector during the 12th Five-Year Plan Period, such as the steady advancement of the two national major projects for science and technology development of “creating and preparing new drugs” and “the prevention and control of major contagious diseases” and the initial establishment of the standardized training system for resident physicians.
Liu pointed out the key tasks for the near future: to make preparation for the 13th Five-Year Plan while fully implementing the 12th Five-Year Plan; to do a good job in organizing and implementing national major projects for science and technology development; enhance the participation degree of local entities and strengthen clinical research; strengthen the management of projects for science and technology development and funds and improve the governance level of medical science and technologies; implement the standardized training system for resident physicians; and launch the construction of the standardized training system for specialists.
Seven entities including the Shanghai Municipal Health and Family Planning Commission, the Zhejiang Provincial Health and Family Planning Commission, the Sichuan Provincial Health and Family Planning Commission, the Chinese Academy of Medical Sciences (CAMS), the Chinese Center for Disease Control, the National Science and Technology Research Institute of Population and Family Planning, and the Shanghai Municipal Committee of Specialists in Medical Ethics sent representatives who made speeches.
Among those present were people in charge of the nine ministries or entities (the National Development and Reform Commission, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Finance, the State Food and Drug Administration, the Chinese Academy of Sciences, the Chinese Academy of Engineering, the State Administration of Traditional Chinese Medicine, and the PLA General Logistics Department).
More than 10 academicians of the Chinese Academy of Science and Chinese Academy of Engineering in the medical and healthcare sector; people in charge of relevant departments or bureaus of the NHFPC; leaders in charge of science and education; directors of the divisions of medical science, technology and education in health and family planning commissions (department or bureau of health and population and family planning commissions) in the provinces, autonomous regions and municipalities directly under the central government; and the Bureau of Health and Population and Family Planning Commission in Xinjiang Production & Construction Corps also attended the meeting.
