The Third Edition
The program is based on the Notice on Management Adjustment in Some Notifiable Diseases (National Health and Disease Control No 28, 2013), and aims to standardize the discovery, report, epidemiological investigation, laboratory test, virus monitoring and close contacts management prevention and control of H7N9 bird flu, as well as safeguard public health and life.
Range of application
The program can be used to help medical institutions carry out H7N9 bird flu prevention and control, and update the understanding of the disease and epidemic situation.
Case discovery and report
Case definition
1. Suspected and confirmed cases are defined based on the H7N9 Bird Flu Diagnosis and Treatment Program (2014 Edition).
Discovery and report
Medical institutes at all levels should inquire about poultry exposure history and pay close attention to people in live fowl breeding, slaughter, sales and transportation businesses. They should fill in the infectious report card, ticking off the category B notifiable disease box, and submit it online within 24 hours after finding H7N9 cases. Medical institutes that don’t have access to an online report system should mail the report card within 24 hours after confirming H7N9 case. The disease control center at the county level should make a direct network report right after receiving the report.
Case epidemiological investigation, sampling and test
1. Epidemiological investigation The disease control center at the county level should conduct an investigation based on the H7N9 Epidemiological Investigation Plan formulated by the Chinese Center for Disease Control and Prevention after receiving a case report from medical institutes under its jurisdiction.
The single case investigation mainly covers basic situation, diagnosis history, clinical manifestation, lab examination, diagnosis and disease development situation, family and living environment conditions, exposure history and close contacts. The investigation should collect excrement and environmental samples from poultry farming or trade areas where patients might expose themselves to conduct epidemiological investigation. The investigation will carry out a case search if needed.
