iv) Uplift personnel capabilities A plan to build a grassroots talent team needs to be rolled out to tap human resources properly, attract elite talents, provide more training opportunities and upgrade education levels, taking capacity-building as the core of constructing a professional working team. We should raise our awareness of goals, rule of law and services, and enhance the sense of responsibilities and missions. We should really care about grassroots workers in daily life with political and financial support, while honoring and awarding those with advanced deeds.
v) Set up examples We need to establish demonstrative units providing best family planning services to lead and help improve the overall level of family planning services management, all the while carrying out reforms and innovations and improving evaluation mechanisms with properly chosen indexes and strict supervision. These units should be re-evaluated regularly in an effort to weed out laggards and highlight advanced units.
vi) Improve the performance assessment mechanism Proper indexes should be set in evaluating the target management responsibility system, focusing on aspects including leadership, inter-department coordination, mass participation, team building, financial support, rule of law and the interest-oriented mechanism. We should cut red tape, reduce the assessment frequency and try to establish a third-party mechanism. The assessment results should be fully studied and utilized, making sure that both awards and punishments are delivered accordingly.
Local governments at all levels have to earnestly implement the guideline based on actual situations, while bracing for timely supervision from the commission.
