Management regulation on pre-hospital emergency care (National Health and Family Planning Commission Order No 3)

The regulation was discussed and approved over an executive meeting of the National Health and Family Planning Commission on October 22, 2013. It is hereby released to the public and shall be put into operation on February 1, 2014.

Management regulation on pre-hospital emergency care Chapter I General Provisions Article 1 In order to strengthen the management of pre-hospital emergency care, regulate pre-hospital emergency caregivers, deliver high-quality emergency care and boost the development of the pre-hospital emergency care industry, the regulation is made based on several regulations including the regulations on medical practitioners and medical institutions.

Article 2 The regulation applies to all medical personnel engaged in pre-hospital emergency care. The term pre-hospital emergency care refers to all medical care provided to patients in the out-of-hospital environment. The medical care services are organized by emergency centers or network hospitals, which are responsible for offering such pre-hospital emergency care.

Article 3 Pre-hospital emergency care is a public welfare project funded by the government. The government supports and encourages other organizations to join the project. Health and family planning organizations at all levels should establish a sound funding mechanism to make sure the pre-hospital emergency care they offer is in line with local social and economic development.

Article 4 The National Health and Family Planning Commission is responsible for planning and guiding the construction of the national pre-hospital emergency care system, supervising and managing the delivery of pre-hospital emergency care in China.
