Management regulation on pre-hospital emergency care

Health administrative departments above the county level are in charge of planning and implementation of the construction of their regional pre-hospital emergency care system, supervising and managing the delivery of pre-hospital emergency care.

Chapter II Organizational Structure Article 5 Emergency centers are the main professional bodies that offer pre-hospital emergency care. The centers team up with network hospitals, jointly building a network that offers pre-hospital emergency care.

Article 6 Health administrative departments above the county level should see the construction of the pre-hospital emergency network as an integral part of their local medical organization system.

Article 7 Health administrative departments should set up, approve and regulate emergency centers (stations) based on “medical organizations management regulation.”

Article 8 Each city, which has county-level administrative organizations, should set up one emergency center. Counties that are not covered by their cities’ emergency network due to geographical or transport reasons are allowed to get help from county-level hospitals or set up an independent county-level emergency center.

Article 9 Emergency centers (stations) shall meet the basic requirements of medical institutions. Without the approval of health administrative departments, any organizations or their internal units or individuals cannot deliver pre-hospital emergency care on behalf of the emergency centers (stations).

Article 10 Emergency centers (stations) are responsible for organizing and delivering pre-hospital emergency care, including offering telecommunication equipment, ambulances and medical personnel; giving on-site medical care and emergency care; and transferring patients to hospitals. Network hospitals should carry out their work following the orders from emergency centers.

Article 11 Health administrative departments above the county level should be equipped with a certain number of ambulances. The number of the ambulance is determined by their regional pollution, geographical environment, traffic conditions and other factors. All ambulances shall meet industrial standards.

Article 12 Emergency centers (stations), ambulances and pre-hospital emergency medical personnel should all share a unified logo, which includes labels to show the names of each individual emergency center and the national telephone number for pre-hospital emergency care.

Article 13 The national telephone number for pre-hospital emergency care is "120." Emergency center (stations) should set up call centers to receive and respond to "120" calls. No other organizations or individuals are allowed to use the number 120 or any other numbers to carry out pre-hospital emergency care.
