Article 14 The telecommunication systems at emergency centers (stations) should be integrated with functions such as ambulance location, call number display, computer-aided command, mobile data transmission, wireless voice communications and other functions.
Article 15 Health administrative departments above the county level should strengthen the training of pre-hospital medical personnel.
Article 16 Health administrative departments above the county level should follow the related policies to better prepare emergency centers (stations) in terms of responding to medical emergencies.
Chapter III Practice Management
Article 17 Emergency centers (stations) and network hospitals, which are engaged in pre-hospital emergency care, should comply with laws, regulations and rules regarding practicing medicine.
Article 18 Emergency centers (stations) should develop their own protocols to carry out pre-hospital emergency care and clarify the job responsibility for each position to ensure the quality, safety and service of pre-hospital emergency care.
Article 19 Those who deliver pre-hospital emergency care include doctors, nurses and first aid staff. All of them should have qualifications to work as care givers.
Article 20 First-aid staff can offer medical help in the following areas: (A) Basic on-site treatment for common but acute diseases; (B) Basic treatment including bleeding stoppage, bandaging, fracture fixation preliminary treatment; (C) Transport and escort patients from one location to another; (D) On-site cardiopulmonary resuscitation; (F) Give first-aid instructions for self-help purposes or guide people to aid each other.
Article 21 Emergency centers (stations) should be equipped with people to answer 120 calls 24 hours a day. All people who work at call centers should be trained and cleared for work by their city-level emergency centers.
Article 22 After receiving 120 calls, emergency centers should immediately send out medical staff based on medical requests and are not allowed to delay or refuse offering services.
