Article 23 Emergency centers (stations) and network hospitals should send patients to a suitable hospital based on a patient’s individual health condition as well as their wishes of going to certain hospitals.
Article 24 Emergency centers (stations) and network hospitals should keep medical records from the moment they receive 120 calls until patients are transferred and received by hospitals.
Article 25 The charge of pre-hospital emergency care should be based on government regulation. Emergency centers (stations) and network hospitals cannot use cost issues as an excuse to delay or refuse medical services.
Article 26 Emergency centers should follow regulations to carry out emergency treatment and report information properly.
Article 27 Emergency centers (stations) and network hospitals cannot use ambulances for non-pre-hospital emergency medical services.
Article 28 Emergency centers (stations) should follow relative policies to reserve medical materials for future emergency use.
Article 29 Emergency centers (stations) and network hospitals, which are engaged in pre-hospital emergency care, should equip the public with first aid knowledge and skills through promotion and training programs to raise public awareness about first aid.
Chapter IV Supervision Management Article 30 Health administrative departments above the county level should strengthen the supervision and management of pre-hospital emergency care.
Article 31 Health administrative departments above the county level should step up efforts to set up and manage emergency centers (stations) as well as network hospitals. Inspections should be carried out and guidance should be offered to improve everyday practices.
Article 32 Health administrative departments above the county level are urged to take a firm hand to punish unauthorized conduct and report abuses to the region’s public security authority.
Article 33 Health administrative departments should strengthen their supervision and management over lower-level departments and correct their wrongdoings if they find any.
Article 34 Emergency centers (stations) and network hospitals, which engage in pre-hospital emergency care, should have a deep knowledge about their medical staff’s professional skills and set up training or evaluation systems to reward those who have good performance and punish those who break regulations or practice codes.
