Management regulation on pre-hospital emergency care

Chapter V Legal Liability

Article 35 Any organization or individual that carries out pre-hospital emergency medical services without the approval of the health administrative department shall face disciplines from health administrative departments above the county level.

Article 36 Emergency centers (stations) that allow non-medical professionals to deliver pre-hospital emergency care shall face discipline from health administrative departments above the county level.

Article 37 Medical institutions that have the following behavior will get warnings or public criticism from health administrative departments above the county level. The head of the institutions or other responsible persons will be punished in various ways, from warnings to losing their jobs, depending on individual circumstances.

(A) Unauthorized use of the number "120" or any other number that is related to pre-hospital medical care (B) Unauthorized use of ambulances to carry out pre-hospital emergency care (C) Emergency center (stations) refuse or delay offering pre-hospital emergency care duet to cost or other reasons (D) Violating other rules in the regulation

Chapter VI Supplementary Protocol

Article 38 The term emergency care personnel is determined in the fourth group of new jobs by the Ministry of Human Resources and Social Security, referring to medical staff that have skills and knowledge to deliver emergency care in response to emergencies, accidents and trauma.

Article 39 The term ambulances used in this regulation refers to medical vehicles that meet health industry standards for pre-hospital emergency care.

Article 40 The emergency care delivered by citizens and other enterprises in response to accidents does not apply to this regulation.

Article 41 The regulation should be put into effect starting February 1, 2014.
