The Yunnan Health Department, Centers for Disease Control and Prevention, and the China National Center for Food Safety Risk Assessment:
To properly conduct earthquake relief work at Yunnan’s Ludian county, ensure no post-disaster epidemic outbreaks, and safeguard public safety and health, we issued the notice on the following work:
Strengthen disaster awareness and leadership
Health administration at the disaster area should be fully aware of the urgency and difficulties in local health and epidemic prevention work, and make well-planned deployments to ensure no post-disaster epidemic outbreaks under the leadership of the Yunnan government. Medical personnel should play a leading role in relief work, and other epidemic prevention forces from various government and military departments should be well coordinated to ensure smooth relief work development. The local health administration should conduct status evaluation on epidemic prevention capacity, get a firm grasp of the existing epidemic prevention teams, and properly deploy them to cover the whole disaster area and meet all requirements of relevant work.
Strengthen monitoring and reports and properly deal with epidemic outbreak
Health administration at the disaster area should strengthen supervision of infectious and foodborne diseases as well as public health emergencies. They should kick off a daily reporting system. Efforts have to be made to restore the infectious disease and public health emergencies direct network reporting system. Medical and health care institutes that can’t access the system should make reports through mobile phone or other manual methods. Supervision and reporting of foodborne disease should be strengthened. Special personnel should be assigned to victim concentration areas to keep routine inspection; monitor fever or diarrhea symptoms; and find infectious disease patients to ensure early discovery, report, diagnosis and treatment of various major infectious diseases. Health administration should promptly conduct field studies after receiving reports on infectious and foodborne diseases, as well as public health emergencies, and make effective scientific treatment to avoid the spread of epidemics. The Centers for Disease Control and Prevention and the China National Center for Food Safety Risk Assessment should offer relevant technical support.
