Good morning ladies and gentleman. Welcome to today’s press conference. The State Council today publishes the guideline on reform of China's household registration system, which has been delivered to you. To help you better understand the situation of the ongoing reform, we invite responsible persons from eight departments to brief the situation. The eight government departments, among many involved in the reform, are most relevant, which means the responsible persons we have invited here are in a better position to give the information. They are Huang Ming, vice-minister of the Ministry of Public Security; Liu Limin, vice-minister of the Ministry of Education; Wang Bao’an, vice-minister of the Ministry of Finance; Yang Zhiming, vice-minister of the Ministry of Human Resources and Social Security; Wang Pei'an, vice-minister of the National Health and Family Planning Commission; Li Pumin, secretary-general of the National Development and Reform Commission; Feng Jun, chief economist of the Ministry of Housing and Urban-Rural Development; and Zhao Yang, deputy director of the general office of the Central Rural Work Leading Group.

Huang Ming: Good morning friends from the press. The guideline on reform of China's household registration system published by the State Council today is a programmatic document that will guide current and future reform on the household registration system, and it marks the beginning of the full operation of major reform. The publication of the guideline went through more than one year of work with intense attention from the Central Party and the State Council. The 18th CPC National Congress and the Third Plenary Session of 18th CPC Central Committee gave directions and defined paths for the reform. Party Chief Xi Jinping has made important instructions and comments on many occasions, and chaired meetings of the Central Leading Group for Comprehensively Deepening Reforms, the Political Bureau's Standing Committee of the CPC Central Committee and of the Political Bureau of the CPC Central Committee. Premier Li Keqiang presided over executive meetings of the State Council to review the guideline. The central leadership has been repeatedly listening to reports, carrying out filed research and soliciting views from all sides, including migrant workers, and has put forward the explicit request for the draft of the guideline. 2014-07-30 09:54:09
