One more question for Vice-Minister Huang Ming: what is your opinion on the experiences and effects of the point system for hukou transfer in Guangdong and Zhejiang? Thank you. 2014-07-30 12:14:25

Yang Zhiming: According to the guideline, paying social insurance for a fixed number of years is one of the preconditions for hukou transfer. I believe this is conducive to migrant workers entering the social insurance system according to law. The new urbanization plan sets clear goals to be achieved by 2020, and new initiatives have begun. From July 1 this year, the interim measure of connecting the rural-urban pension system published by the Ministry of Human Resources and Social Security was enacted. Together with the regulation on transferring social security accounts of workers, which was published earlier, the problem of migrant workers’ social insurance will be solved in the following three ways.

First, the urban employers pay their migrant workers’ pension insurance.

Second, flexibly employed migrant workers can pay their own endowment insurance for employees in urban enterprises, or voluntarily pay retirement pension insurance for urban residents.

Third, for those who have been paying rural pension insurance before moving into cities, they can transfer their social security accounts. In a word, wherever the migrant workers flow to, it will not disrupt their social insurance. Thank you. 2014-07-30 12:17:13

Huang Ming: About the point system, like what I said just now, the guideline has explicated the establishment of the system on the basis of experiences of various regions. I believe the local governments will follow the requirement and deployment of the State Council and will further modify their policy.
