Take actions to properly deal with medical dispute
All health and family planning administrative departments should guide the actions of various medical institutions at all levels. On one hand, it should strengthen medical staff training and medical ethics construction to improve communications between doctors and patients, improve medical service, streamline medical procedure, promote one-stop service, and improve patient’s medical treatment experience. On the other hand, smooth and convenient complaint channels should be built or improved, and complaint treatment should be standardized to ensure appeals by patients and their families can be heard and properly treated. Efforts should be made to nip medical disputes in the bud. Medical institutes should work with third-party mediation organizations, such as the people’s mediation committee of medical disputes. They should make public solution methods and procedures for medical disputes and help patients address medical disputes in accordance with the law.
Effectively guide publicity and education work
All areas should release court rulings of violent crimes to intimidate criminals, give objective and accurate coverage of criminal cases, and hold responsible units or individuals that viciously sensationalize violent crimes against doctors and medical practice or spread rumors. Health and family planning administrations should work with relevant departments to strengthen legal safety education for medical staff and patients as well as publicize legal treatment of typical cases and medical disputes to guide patients and medical staff in safeguarding lawful rights and making appeals.
Strengthen inspection of special campaign against crime
The local health and family planning commission, comprehensive management office and public security department should build or improve the coordination work mechanism and carefully carry out requirements in maintaining normal medical operations based on their responsibilities. Higher authorities should strengthen supervision and inspection and circulate a notice of criticism to slow response and slack work. Such issues should be addressed in the prescribed time. All regions should immediately carry out the notice upon receiving it and report development of the implementation. Safe hospital building activity teams at the provincial level should finish inspection and evaluation of the special campaign under their jurisdictions before early October 2014 based on the campaign’s action plan. They should file a report to the NHFPC medical administration before Oct 20, 2014.
The safe hospital building work team has made appointments with relevant government departments in Hunan and will talk to areas where nefarious crimes took place due to slack work. They will also deal out corresponding punishments. The team will also supervise and inspect the implementation of the campaign and conduct one-vote veto in evaluating the safe hospital building activity.
