The NHFPC has decided to launch pilot work on elderly care at family planning households nationwide to implement the State Council's Several Opinions on Accelerating the Development of Pension Services ([2013] No 35) to cope with the aging population, continue to meet the increasing needs of family planning households in home-based care for the elderly, and to ensure and improve people's livelihood. The relevant notice is as follows:

Objective

Explore the establishment of a sound elderly care support system at family planning households, ensure the elderly have access to necessary health services, improve elderly health and quality of life, strengthen elderly independent living abilities and extend life expectancy.

I. Understand the elderly care demand situation in family planning households, especially those facing difficulties, to help healthy elderly top-level system design

II. Improve health management, health promotion and self-care abilities of the elderly at family planning households and effectively improve the quality of life for the elderly

III. Increase attention to the physical and mental health conditions of the elderly and improve home care ability and level to create a more suitable family and social environment for home care of the elderly; promote health and harmonious development of families with elderly members

IV. Make system and mechanism innovations; stimulate social vitality; and explore measures and models that are led by the government, involve social forces and meet the diverse demands of elderly care at family planning households
