III. Interdepartmental coordination to step up protection

Health and family planning departments in pilot areas should actively work with departments of development and reform, civil affairs, finance, human resources and social security reform, as well as the senior citizen work committee aging committee and disabled persons' federation, to push for a joint work mechanism. They should explore the development of the decision-making, implementation, supervision, guidance and coordination mechanism to help facilitate pilot work. Health and family planning departments should actively coordinate financial departments to arrange special funds, ensuring the smooth implementation of pilot work for elderly care.

IV. Mobilize all forces to broaden the service network

Pilot areas should establish a service network and teams that meet the needs of care for the elderly at family planning households and actively explore new models of government service purchase. For example, they should actively cultivate home-based pension service enterprises and institutions. They should also offer on-site services to help the elderly solve eating, bathing, cleaning, emergency and medical needs, as well as standardized and custom-made services. Pilot areas should also give support to enterprises and institutes in using the Internet and Internet of Things to make service renovations, build a home service network, and offer emergency calls and health consulting services for the elderly.

Please determine pilot units as soon as possible and fill in the relevant list. Send it to the NHFPC's Department of Family Development. The work plan and development information should be sent to the commission before Oct 17, 2014.
