NHFPC Letter No 839, 2014
Health and family planning commissions in provinces, autonomous regions and municipalities and the health bureau at Xinjiang Production and Construction Corps:
China's hospital infection management system has gradually improved in recent years, and prevention and control ability has continued to strengthen. But, weak links remain at some community-level medical institutes. To implement the Hospital Infection Prevention and Control Action Plan (2012-2015) and improve hospital infection management at community-level medical institutes, the NHFPC issued the following notice to comprehensively strengthen hospital infection management training at community-level medical institutes:
General requirement:
The NHFPC issued the Basic Requirement for Hospital Infection Management at Community -Level Medical Institutes (No 40, 2013) (hereinafter referred to as the "Basic Requirement") to give guidance to relevant hospital infection management. All regions have actively pushed ahead hospital infection management at community-level medical institutes through circulating documents, formulating enforcement regulations and carrying out special training. All provinces (regions and cities) should base training on the Basic Requirement, step up publicity efforts, strive to let all community-level medical institutes understand the Basic Requirement and come up with their own hospital infection management system.
Carry out personnel training through various channels
1. Establish provincial faculty team
The NHFPC will commission the national hospital infection monitoring management training base in October 2014 to carry out provincial-level faculty training for community-level medical institutes in Central and West China. All regions should carefully select teaching staff, arrange for experts to participate in training, and establish a stable faculty team at the provincial level.
2. Carry out network training
The NHFPC has commissioned the Chinese Hospital Association's hospital infection management committee to make video training materials based on the Basic Requirement. Medical personnel at community-level medical institutes at various regions are encouraged to log onto the online training page website (www.cha.org.cn/exam/) for self-study and to take online tests. Those who pass the test can apply for continued medical education credits. All regions should rely on existing network training resources and bring network training hours, test results and continued education credits into local medical personnel continued education management in order to guarantee training quality.
