The health and family planning commissions (health bureaus); administrations of traditional Chinese medicine in provinces, autonomous regions and municipalities; and the Health Bureau of Xinjiang Production and Construction Corps:

In order to thoroughly implement the Opinions on Promoting Integrative Reform in County-Level Public Hospitals (Order No [2014] 12 of the National Health and Family Planning Commission of the People’s Republic of China) and to fully improve integrative competence of county-level hospitals to meet county resident demands for medical services, the National Health and Family Planning Commission and the State Administration of Traditional Chinese Medicine have decided to carry out work in all counties (county-level cities) across China to improve integrative competence of county-level hospitals. The working formulation on comprehensively improving integrative competence of county-level hospitals is hereby printed and distributed. Please fully implement it with regard to the practical situation. Please contact the National Health and Family Planning Commission and the State Administration of Traditional Chinese Medicine for any related issues.

Working formulation on comprehensively improving integrative competence of county-level hospitals

The working formulation is issued in order to thoroughly implement the Opinions on Promoting Integrative Reform in County-Level Public Hospitals (Order No [2014] 12 of the National Health and Family Planning Commission of the People’s Republic of China) and to fully improve integrative competence of county-level hospitals to meet county resident demands for medical service.

1. Goals By means of construction, training and subsidies, our goals are to improve county-level hospital (including county hospitals and hospitals of Chinese medicine) capacity construction with talent, technology and featured clinical subjects at the core. We will legalize, modernize, standardize, refine and informationize hospital management to enhance the medical service level to help county hospitals diagnose and treat common illnesses and frequently-occurring diseases, as well as treat emergency cases and transfer difficult cases. Such cases cover 90 percent of patients in counties. As a result, patients with major diseases will be basically treated within the counties.
