2. Content 2.1 To improve the hospital management level with thorough implementation of laws, regulations, provisions and rules

2.1.1 To practice medicine in accordance with the law by thoroughly implementing the Law on Practicing Physicians of the People's Republic of China, the Regulations on the Administration of Medical Institutions, the Nurse Regulation, the Regulation on the Handling of Medical Accidents, Hospital Infection Control Measures, Provisions on Institutional Pharmacy Administration, Prescription Management Methods and Regulations for Clinical Application of Antibacterial Agents

2.1.2 To perfect the hospital management system; build and improve the medical management system, nursing system, nosocomial infection controlling system and pharmacy administration system; and allocate responsibilities to each functional department and clinical department to clarify individual’s responsibility

2.1.3 To strengthen control on healthcare quality and to implement the core medical management system

Establishing a healthcare quality control system with specific and effective leading organization and competent department to watch over healthcare quality and safety management

Regular quality control, assessment and monitoring should be carried out at both the hospital level and department level to ensure continual improvement of the whole process of healthcare. The clinical departments should thoroughly carry out core healthcare management systems, including the responsibility system of first responders, the three-levels ward round, nurse grading, group consultation, the stand-by system, difficult cases discussion, emergency rescue, preoperative conference, discussion of dead cases, checks, operation safety checks, operation grading management, critical value reports, medical record writing and management, classified management on antibiotics and examination on clinical use of blood. The medical technology admission should meet the related provisions of China.

2.1.4 To strengthen risk management on medical service Establishing the sense of risk management by building a risk prevention system with effective leading organization and competent department to watch over the healthcare quality and safety management

To set up a reporting system and warning system for medical incidents that conveys regular analysis of medical risks and sends feedback to clinical departments

To implement the goal of ensuring patient safety by allocating responsibilities to every specific functional and clinical department, and to specific persons

2.1.5 To take full advantage of information measures

To reform the hospital information flow in a patient-centered pattern, upgrade acceptance facilities of the Residents Health Card, put emphasis on the standardized use and protection of information, change the management style from an extensive way to a delicate way, and continuously enhance the management level

To advance information technology in hospitals with electronic medical records at the core and ensure the system reaches the level three requirement according to the Classification Methodology and Standard of System Function Application Level of Electronic Medical Record

To combine electronic medical records with electronic health records in the county and achieve synergies between medical service and public health service by timely updates
