To build connection with town hospitals and village hospitals to raise the whole county’s medical service quality with the leading effect of county hospitals.

2.2 To improve the construction of key clinical subjects, raise the medical technology of county-level hospitals, and equip the hospitals with suitable devices

2.2.1 County hospital • To build sound level-one diagnosis subjects and gradually optimize level-two diagnosis subjects

The level-one diagnosis subjects include the department of medicine, department of surgery, obstetrics and gynecology, department of pediatrics, ophthalmology, otorhinolaryngology, department of stomatology, psychiatry, department of infectious diseases, emergency medicine, department of rehabilitation medicine, intensive care unit, anesthesiology department, laboratory department and medical imaging division. The level-two diagnosis subjects include independent cardiovascular medicine, respiratory medicine, the digestive system department, nephrology, neurology, the department of endocrinology, general surgery, the department of orthopedics, neurosurgery, urology surgery, the department of thoracic surgery, gynecology, obstetrics, and the department of pediatrics and pediatric surgery.

• To improve the construction of unsubstantial clinical subjects by introducing talent, upgrading devices and sending support staff, especially with regards to unsubstantial clinical subjects with higher referral rates in the past three years

• To strengthen the construction of key clinical subjects with the key tasks of completing level-one and level-two subjects that play a central role; improving the controlling level of surgical operation, the intensive care unit, hematodialysis, peritoneal dialysis and nosocomial infection; and promoting endoscopy technologies to provide standard diagnosis and treatment services on common disease within the counties

• To consolidate the basis of clinical subjects by enhancing the department of pathology, laboratory department (medical examination of body fluids, blood, clinical microbiology, clinical chemistry examination, clinical immunology, serology test, molecular biology), medical imaging division (the diagnosis of X-ray, CT diagnosis, magnetic resonance imaging diagnosis, ultrasonic diagnosis, ECG diagnosis, EEG diagnosis and rheoencephalogram diagnosis) and capacity of the central sterile supply

• To build advantageous subjects

To strengthen clinical subjects currently in a better position and properly apply high-level medical technology to ensure that most difficult diseases are diagnosed in due course and major diseases are treated timely and effectively

• To expand the coverage of diseases

Treatment should cover all common diseases in the county, and diagnosis should cover most difficult diseases and major diseases. The departments of general surgery, orthopedics, thoracic surgery, neurosurgery and urinary surgery should be capable of performing most of the regular operations in their fields. The ratio of endoscopy microsurgery and general anesthesia should increase year by year.
