2.2.2 County hospital of traditional Chinese medicine
• To optimize clinical and medical technical sections, which include the department of medicine, department of surgery, obstetrics and gynecology, department of pediatrics, department of acupuncture, department of massage, traditional Chinese orthopedics, anorectal section, dermatological department, emergency department, anesthesiology department, laboratory department and medical imaging division
To build an independent respiratory medicine department, spleen and stomach department, encephalopathy department, cardiovascular department, nephrology department, endocrinology department and oncology department on the basis of Chinese internal medicine
• To improve the construction of unsubstantial clinical subjects
• To build subjects highlighting traditional Chinese medicine subjects by strengthening departments with TCM characteristics, such as the department of acupuncture, department of massage, traditional Chinese orthopedics, encephalopathy department, spleen and stomach department, gynecology department, anorectal section and oncology department
To introduce TCM technology and raise diagnostic capability of preponderant illness for therapy in TCM • To improve the integrated medical service capacity with the key tasks of lifting hospital surgical operation capacity, infection control level, intensive care capacity, hematodialysis level and peritoneal dialysis level
To improve emergency rescue ability, promoting proper endoscopy technologies and ensuring quality and safety of medical care
• To consolidate the basis of clinical subjects
• To expand the coverage of diseases
Treatment should cover all common diseases in the county, and the diagnosis should cover most difficult diseases and major diseases. The hospitals should be capable of practicing TCM medicine. The surgery department, traditional Chinese orthopedics department and anorectal department should be capable of performing most of the regular operations in its fields. The ratio of endoscopy microsurgery and general anesthesia should increase year by year.
2.2.3 To provide excellent medical service and promote medical service level of county-level hospitals
To carry out initiatives including the “three excellence, one contentment” initiative, the special program for controlling clinical use of antibiotics, clinical pathway management, quality nursing service and “safe hospital” program to meet correlated requirements of the national authority
2.2.4 To carry out tele-medicine service and raise diagnosis and treatment level on difficult diseases
Taking advantage of the “information people-benefit project” to strengthen the construction of the tele-medicine service system in county-level hospitals
To build a connection between county-level hospitals and tertiary-level hospitals in cities to conduct remote consultation, pathological diagnosis, imaging diagnosis, intensive care and continuing education to provide county patients with more convenient access to fine medical resources; solve county-level hospital management and technical problems timely; and systematize, standardize and normalize tele-medicine service
