Notice on fully improving the integrative competence of county-level hospitals

2.2.5 To take advantage of partner assistance to escalate integrative capacity of county-level hospitals

• To clarify the goal of assistance

The partner hospitals should fully understand the management, technology and service situation of the county-level hospital that receives the assistance, find weak links, identify key assistance areas together with recipient hospitals, and draw up phase objectives and ultimate goals that are detailed, quantified, verifiable and lay equal stress on management and technology.

• To sign partner assistance agreement

Partner hospital chiefs should sign an agreement that explicates the timetable and roadmap to achieve the goal and appoint the hospital chiefs as the first person responsible. The functional departments should also sign an agreement that explicates the goal and measure of assistance and appoint the department chiefs as the first person responsible. The clinical departments should sign an agreement that explicates the goal and measure of management and technological assistance and appoint the department chief as the first person responsible.

• To enhance the management by objectives

In accordance with the assistance goal, partner hospitals should strengthen the performance appraisal on hospitals, departments and individuals, and take the result as an important indicator for professional title assessment, clinical key subject construction and working appraisals.

2.2.6 To thoroughly implement various tasks in the integrative reform of county-level public hospitals

To comprehensively deepen reform in the county-level public hospital management system, compensating mechanism, pricing mechanism, drug purchasing, human resource system, distribution of income, medical insurance system and regulation mechanism so as to create a new mechanism that maintains public welfare, stimulates the people's initiative and guarantees sustainable operation

To stick to the strategies of stimulating development via reform, enhancing talent-focused capacity building, strengthening training for hospital presidents, and raising medical service quality of county-level public hospitals

3. Working procedures 3.1 Phase one: To increase the integrative capacity of 500 county-level hospitals (2014-2017)

To select 500 county-level hospitals that have already reached a certain capacity and relatively high medical service ability and medical technology in the pilot projects of integrative reform of county-level public hospitals

• Project launch (August to September 2014)

Provincial health and family planning authorities and administrations of traditional Chinese medicine recommend candidate county-level hospitals in the first stage

The National Health and Family Planning Commission and the State Administration of Traditional Chinese Medicine will validate 500 hospitals and hold a kick-off meeting.
