4.2 To strengthen guidance by policy support for improving the integrative capacity of county-level hospitals

Based on related terms in the assistance agreement, provincial level health and family planning authorities and administrations of traditional Chinese medicine shall strengthen supervision, combine work with the reform of county-level public hospitals, and standardize construction of county-level hospitals to explore a more targeted and more effective assistance pattern and establish a long-term mechanism. These authorities shall settle difficulties and problems in time, as well as optimize construction investment, performance management and evaluation over county-level hospitals so as to encourage medical staff from major hospitals in large cities to work in county-level hospitals.

4.3 Use the 500 county-level hospitals to set role models Health and family planning authorities and administrations of traditional Chinese medicine at all levels should summarize the good practices of the 500 pilot county-level hospitals to set role models for all county-level hospitals in China, and thus increase the integrative capacity of all county-level hospitals.

4.4 To enhance public awareness and create a good atmosphere for promoting integrative competence of county-level hospitals

Attach more importance to publicity by utilizing various forms of publicity, setting up role models, creating a good atmosphere for public opinion and increasing people’s awareness on the importance of improving integrative capacity of county-level hospitals
