Health and family planning work improvements in 2014

Overall planning to promote various work

First, important progress was made in legislation work. The Education, Science, Culture and Public Health Committee of the People's Congress directly organized legislative work for the Basic Medical and Health Law and held a kick-off meeting for the work. The State Council’s Legislative Affairs Office openly sought public opinions on Regulations of Smoking Control in Public Places and Regulations on Social Support Fee Collection Management. Supervision and inspection of laws and regulations implementation were carried out for the first time. A total of 93,000 cases were dealt with during the special action to crack down on illegal medical practice.

Second, health and family planning investment continued to increase. The central government put in 23 billion yuan to support infrastructure construction at 48,000 health and family planning institutes, which greatly ensured health and family planning reform and development. Poverty alleviation development, as well as Xinjiang and Tibet assistance work, all made solid progress.

Third, the pace of informatization continued to accelerate. Population health information management methods were formulated, and related service work was carried out. More than 2,000 medical institutes have carried out remote medical treatment service, and more than 8,000 hospitals have applied electronic medical records.

Fourth, science and technology innovation has produced new achievements. New drug development and infectious disease prevention and control technology have produced important results. Breakthroughs were made in a batch of disease control and prevention technologies. A new and emerging infectious disease prevention and control technology network system that covers the whole country was established.

Fifth, work style building was strengthened. Special treatment was deepened to address bad practices in pharmaceutical purchase and sales, as well as medical services. A bad practice recording system was built to track commercial bribery in drug sales and purchase, and 26 provinces issued concrete implementation measures. The “nine-prohibitions” work style construction has produced positive results. A total of 27 seminar tours to publicize advanced deeds were held nationwide to release positive energy.

Sixth, international exchanges and cooperation were deepened. Extensive high-level visits and multilateral exchange mechanisms were carried out. The seventh China-Japan-ROK Health Ministers’ Conference, the China-US Health Summit and the World Family Summit were successfully held. Health strategic cooperation between the Silk Road Economic Belt, the Maritime Silk Road and surrounding countries was advanced. Access to essential drugs and traditional medicine proposed by China was approved at the 67th World Health Assembly, and the World Family Summit jointly held by China and the World Family Organization was a success.

Seventh, traditional Chinese medicine work was steadily pushed forward. Opinions on Strengthening Traditional Chinese Medicine in Health and Family Planning Work were issued. Public TCM hospital comprehensive reform and health tourism development were advanced. A total of 30 TCM doctors were awarded. The International Organization for Standardization issued the first batch of international TCM standards.
